NOTICE OF RACE
 
 
1.0       Rules
 
1.1       The regatta will be governed by the rules as defined in the Racing Rules of Sailing (RRS) 2009-2012.
 
1.2       Yachting New Zealand Safety Regulations Part II – Offshore & Coastal Racing & Cruising, Race Category 4 and 5 shall apply to keelboats and multi-hulls.
 
1.3       For protests where only a Rule of Part 2 is alleged to have been broken, an arbitration hearing may be offered prior to any formal hearing.
 
2.0       Eligibility & Entry
 
2.1       The regatta is open to all keelboat and multihull classes.
 
2.2       Boats shall be registered with Yachting New Zealand. Proof of registration may be required.
 
2.3       Each entrant shall be a financial member of a yacht club affiliated to Yachting New Zealand.
 
2.4.1        Advance entries will be accepted until the normal closing date of Thursday 12th January 2012, by completing the attached entry form accompanied by a fee of $100.00 and mailing it to Tasman Bay Cruising Club, P.O. Box 5062, Port Nelson, Nelson.
2.4.2        Boats may enter for the Sunday racing only. The entry fee shall be $20.00
 
2.5       Late entries, accompanied by an additional late entry fee of $25 may be accepted at the Race Committee’s discretion until 09:00 hours Sunday 22nd January 2012.
 



2.6       Crew members may be substituted provided the number on board remains the same throughout the regatta. The names of all potential crew members must be included on the race entry form.
2.7       All boats must have an operational VHF marine radio transmitter and receiver.
 
3.0       Schedule
 
3.1       Registration:
            Sunday 22nd January 2012 0900 – 0930 hrs
 
3.2       Briefing:
            A briefing for the regatta will be held on Sunday 22nd January at 0930 hours at TBCC.
            A briefing for race 4 will be held on Monday 23rd January at 0900 hours at TBCC.

3.4       A total of 9 races are scheduled.
 
3.5       No race shall start after 1600 hours on Wednesday 25th January.
 
 
4.0       Sailing Instructions
 
            The Sailing Instructions will be available on the website from 15 December 2011and at registration and the briefing.
 
 
5.0       Racing Area
 
            The racing area is on the waters of Nelson harbour and Tasman Bay within 5 nautical miles of the harbour entrance for races 1 – 3 and 7-9. Race 4 will finish in Torrent Bay in Abel Tasman National Park. Race 5 will be within the waters of the park. Race 6 will finish within Nelson Harbour outside Nelson Yacht Club.
 
6.0       Courses to be Sailed
 
            The courses will be triangular and windward leeward for races 1 – 3 and 7 – 9. Races 4 – 6 will be passage races.
 
7.0       Scoring
 
7.1       3 races will be required to be completed to constitute a series.
 
7.2.1        No score will be excluded until 4 races have been completed. Races 4 – 6 will be non excludable.
 
8.0       Fleets
 
            Racing will be in two fleets (Romeo and Juliet). The fleet split will be based on the club handicap as determined by the handicapper.
 
            Additional results for PHRF rated boats will be provided.         
 
 
9.0       Handicapping
 
            Handicaps will be determined by the TBCC sailing committee handicappers in consultation with WBC and RPNYC.           
           
10.0     Team Support Boats
 
            Team support boats will not be allowed.
 
11.0     Haul-Out Restrictions
           
            Keelboats shall not be hauled out during the regatta except with and according to the terms of prior written permission of the race committee.
 
12.0     Prizes
 
12.1     There will be prizes for individual and overall handicap results.
 
12.2     Boats that have entered for Sunday racing only will be eligible for the Sunday race prizes. Their results will be removed from the overall regatta standings to establish the final regatta results.
 
 
13.0     Disclaimer of Liability
 
13.1     Competitors participate in the regatta entirely at their own risk. See rule 4, Decision to Race. The organising authority will not accept any liability for material damage or personal injury or death sustained in conjunction with or prior to, during, or after the championship.
 
13.2     The organising authority is not responsible for the seaworthiness of a boat whose entry is accepted and/or the sufficiency and/or adequacy of its equipment, or the competence of its skipper or crew.
 
14.0     Insurance
 
            Each participating boat shall be insured with valid third-party liability insurance with a minimum cover of $250,000 per event or the equivalent.

1          RULES
 
1.1 The regatta will be governed by the “rules” as defined in “The Racing Rules of Sailing, 2009-12 (RRS) “.
 
1.2 All boats will comply with Yachting New Zealand (YNZ) Safety Regulations Part 11 Cat 4 modified to include for races 4, 5 and 6. For races 1- 3 and 7 – 9 Cat 5 will apply.
 
1.3 The International Rules of Preventing Collisions at Sea shall apply between boats racing from sunset to sunrise as published in the New Zealand almanac.
 
            1.4 Random safety and measurement checks may be made at any time.
 
 
 2         NOTICES TO COMPETITORS
 
2.1 Notices to competitors will be posted on the official notice board at the Tasman Bay Cruising Club.
 
2.2 Registration will take place in the committee room of the TBCC between 0900 & 0930hrs on Sunday 22nd January, 2012.
 
2.3 Briefing for all skippers will be in the TBCC at 0930hrs Sunday 22nd January, 2012.
 
2.4 A briefing for Race 4 (the Torrent Bay race) shall be held in the TBCC at 0930hrs Monday 23rd January, 2012.
 
2.5 An entry pack will be delivered to all boats before 0930hrs Sunday 22nd January, 2012 which will include a copy of the sailing instructions.
 
2.6 All handicaps shall be posted on the notice board of the TBCC by 1400hrs Saturday 21st January, 2012 and any queries regarding these are to be directed to the Handicapper before 1800hrs Saturday 21st January, 2012.
 
3          CHANGES TO THE SAILING INSTRUCTIONS
 
Any changes to the sailing instructions will be posted by 0900hrs on the day it will take effect, except that any change to the schedule of races will be posted by 2000hrs on the day before it will take effect.
 
4          SIGNALS MADE ASHORE
 
Signals made ashore will be displayed at the Tasman Bay Cruising Club.
 
5          SCHEDULE OF RACES
 
            5.1 Dates of Racing (and start times)
 
                        22nd Jan                   3 Short races (1130 Start)
 
                        23rd Jan                    Nelson – Torrent Bay (1130 Start)
 
                        24th Jan                    Torrent Bay – Tonga Island return (0930 Start)
 
24th Jan                    Torrent Bay - Nelson (Start 10 minutes after last finisher of the previous race.)
 
                        25th Jan                    3 short races (1130 Start)
 
 
            5.2       Number of Races
 
                        Both fleets maximum of 9 races.
 
5.3       The scheduled time of the warning signal for the first race each day is 5 minutes before scheduled start time.
 
5.4 For subsequent races on the same day the scheduled time of the warning signal for the next race will be 5 minutes after the last boat finishes the preceding race.
 
5.5 On the last day of racing no warning signal shall be made after 1500hrs.
 
6.0       FLEETS
 
6.1 There will be two fleets, Romeo and Juliet. Separate starts will be provided for races 1 – 3 and 7 – 9. Both fleets will start at the same time for races 4, 5 and 6.
 
6.2 The warning signal flag will be a Numeral 1 for Romeo fleet and Numeral 2 for Juliet fleet.
 
7.0       RACING AREAS
 
7.1 Tasman Bay adjacent to but not in the harbour, excluding the finish of the Torrent Bay to Nelson race which will be within the harbour.
 
8.0       THE COURSES
 
8.1 Refer to the diagram attached to these instructions. For races on 22nd and 25th January the course (either A or B) will be advised prior to the warning signal for each race on a white notice board on the rear of the committee boat.
 
8.2 The course for race 4, the Nelson to Torrent and return races will be confirmed at the briefing for race 4. Refer to instruction 16 Safety Regulations for the exclusion area for races 4 and 6.
 
9.0    Marks
 
          9.1    Marks 1, 2, 3 will be orange cylindrical buoys.
           
          9.2    The starting marks will be the race committee signal boat at one end and an orange buoy at the other end.
 
          9.3    The finishing marks will be the race committee signal boat at one end and an orange buoy with a staff at the other end for races 1 – 3 and 7 – 9. The finish line for races 4 and 5 will be between the committee signal boat and the nominated head land (advised at the race briefing for before race 4. The finish line for race 6 will be between the Nelson Yacht Club judges box and pile 6.
 
          9.4    A race committee boat signalling a change in course is a mark as provided in instruction 11.2.
 
10.0    THE START
 
            10.1 Races will be started by using Rule 26.1
 
10.2 The starting line will be between a staff flying an orange flag on the Committee Boat at the starboard end and an orange buoy at the port end.
 
10.3 A boat starting later than 4 minutes after her starting signal will be scored Did Not Start without a hearing. This changes Rule A4.
 
10.4 The warning signal for all subsequent races on days 1, 3 and 4 will be 5 minutes after the last finisher of the previous race unless there is cause for a delay as decided by the race committee.
 
11.0 SHORTENING THE COURSE AND CHANGES TO THE NEXT LEG
 
11.1 A race may be shortened by displaying Code Flag “S” on or near a mark (it may be accompanied by a sound signal).Boats on rounding the mark shall proceed directly to and cross the finishing line.
 
            11.2 To change the next leg of the course, the race committee will lay a new mark (or move the finishing line) and remove the original mark as soon as practicable. When in a subsequent change a new mark is replaced, it will be replaced by an original mark. The new mark will be a yellow/green cylindrical buoy.
         
            11.3 Boats shall pass between the race committee boat signalling the change of next leg and the nearby mark, leaving the mark to port and the race committee boat to starboard. This changes rule 28.1.
 
12.0 THE FINISH
 
12.1 The finishing line will be between a staff flying an orange flag on the committee boat and an orange buoy laid on the committee boat’s port side, except for race 4 - 6
 
12.2 The finishing line for race 4 and 5  (the Nelson to Torrent Bay race and Tonga Island race) will be between the staff flying an orange flag on the committee boat and the nominated headland (advised at the briefing before race 4)
 
12.3 The finishing line for race 6 (the Torrent Bay to Nelson race) will be within the harbour and between the Nelson Yacht Club (NYC) judges box at the starboard end and Pile 6 at the port end.
 
13.0    TIME LIMITS
 
13.1 With the exception of the Nelson to Torrent Bay and return races boats failing to finish within 30 minutes of the first boat in their class will be scored Did Not Finish without a hearing. This changes Rules 35,A4 & A5.
 
13.2 In races 4 and 6 (to and from Torrent Bay) boats failing to finish within 2 hours of the first boat in their class will be scored Did Not Finish without a hearing. This changes Rules 35 A4 & A5.
 
14.0    PROTESTS AND REQUESTS FOR REDRESS
 
14.1 Immediately after finishing a boat intending to protest shall, in addition to the requirements of Rule 61.1 (a), inform the race committee at the finishing line of her intention to protest and the identity of the boat(s) protested against. The protesting boat must receive acknowledgement from the race committee. This changes Rule 61.
           
14.2 Protest forms are available at the race office. Protests will be delivered to the race office within the appropriate time limit. For race 4 (the Torrent Bay race) protest forms must be delivered to the committee boat.
 
14.3 The protest time limit is 60 minutes after the last boat has finished the last race of the day.
 
             14.4    Rule 44.1 is changed to permit a boat that has broken a rule of Part 2 or Rule 31 to take a penalty after racing but prior to any protest hearing. Her penalty shall be a scoring penalty calculated in rule 44.3(c) equal to 40% of the number of entries in her fleet or 50% of the difference between her finishing position and the number of entries in her fleet, whichever is less.
 
            14.5 For protests where only a rule of Part 2 or Rule 31 is alleged to have been broken, an arbitration hearing will be offered prior to any formal hearing. Yachting New Zealand regulation 4.5.5 will apply. (This changes Rule 44.1)
 
14.6 Protest will be heard in the race committee room as soon as possible after a protest is lodged. The schedule for protest hearings will be posted on the Official Notice Board within 15 minutes of the closing of the Protest time.
 
            14.7 Breaches of instruction 17 will not be grounds for a protest by a boat under rule 60.1(a). This changes rule 60.1(a). Penalties for these breaches may be less than disqualification if the protest committee so decides.
 
            14.8         On the last day of the regatta a request for reopening a hearing shall be delivered:
 
         (a)     within the protest time limit if the party requesting reopening was informed of the decision on the previous day;
 
         (b)     no later than 30 minutes after the party requesting reopening was informed of the decision on that day.
 
This changes rule 66.
 
15.0    SCORING
 
            15.1 Four races are required to be completed to constitute a series.
 
15.3 (a) When fewer than 5 races have been completed, a boats score will be the total of her race scores.
 
(b) When 5 or more races have been completed, boats score will be the total of her races excluding her worst score. Races 4 and 6 are non discardable.
 
16.0    SAFETY REGULATIONS
 
16.1 Prior to the commencement of racing each day each boat must sign on by calling Tasman Cruising Radio on VHF Channel 77 and confirming the boat name. The Race Committee will announce on VHF Channel 77 when they are ready to accept boat’s signing on.
 
16.2 For race 4 and 6 boats are to maintain a listening watch on VHF Channel 28. Boats will be called to report their position to Tasman Cruising Radio on VHF Channel 28 at 1400, 1700 and 2100 hours.
 
16.3 Safety inspections may be carried out by the race committee on boats at random.
 
16.4 Vessels shall not enter the area bounded by the four cardinal marks
surrounding the aquaculture management area that lies east of Motueka
River Mouth

The coordinates for the cardinal marks as obtained from the notice to
mariners are as follows and are valid until approximately April 2012.

The TBCC has been advised by the TDC Harbour Master that these
coordinates are not guaranteed and that skippers should rely primarily
on the visual identification of these marks for navigation.

 
17.0    ADVERTISING
 
            Advertising is unrestricted.
 
18.0    RADIO COMMUNICATION
 
18.1 Except in an emergency, a boat shall neither make radio transmissions while racing nor receive radio communications, this restriction also applies to mobile phones.
 
18.2 All communications between competitors and the Race Committee shall be through VHF channel 77 (except races 4 and 6, Refer rule 17.2) unless the Race Committee decides otherwise.
 
19.0    DISCLAIMER OF LIABILITY

20.0    INSURANCE
